The SEED2SCALE project aims to establish and activate 5 National Competence Centers for Social Innovation (NCCs) in the partner countries: Croatia, Greece, Italy, Romania, and Slovenia.

It builds on the legacy of the SEED project (2021–2023), which outlined the initial blueprints for NCCs through a co-design process with a wide range of stakeholders. SEED2SCALE seeks to bring these centers to a more advanced and structured phase, with a clear legal framework, shared governance, and sustainable business models.

Main Objectives:

  • Establish and activate 5 NCCs with defined organizational structure, mission, and governance;
  • Develop a Competences Portfolio through needs assessments and test it via 5 pilot projects in partner countries;
  • Collaborate with a broad network of public authorities and national stakeholders to co-design National Strategies and Action Plans for Social Innovation;
  • Promote financial sustainability of Social Innovation actions by involving private sector actors;
  • Create and operate online national platforms serving as NCC resource centers for tools, best practices, services, and information;
  • Engage in a transnational network committed to supporting NCCs across EU Member States, fostering mutual learning and knowledge exchange.

The project maintains close coordination with ESF+ Managing Authorities and involves multi-level governance actors, private companies, third sector organizations, community-based groups, and individual innovators.
